En 1869, el nuevo gobierno de Meiji se dispuso a desarrollar Hokkaido, estableciendo un Kaitakushi (el gobierno nacional de la Comisión de Desarrollo de Hokkaido). A partir de entonces, durante más de una década hasta que se abolió el puesto, se desarrollaron muchas empresas en esta isla del norte de Japón. Uno de ellos fue la fabricación de cerveza.
